Reappointment of Hearing Board Member – REAPPOINT MR. CHARLES ARBAUT AS MEMBER TO EKAPCD HEARING BOARD FOR A THREE YEAR TERM TO EXPIRE JANUARY 1, 2022, PURSUANT TO SECTION 40804 OF THE CALIFORNIA HEALTH AND SAFETY CODE.

4-CA)
California Air Resources Board Carl Moyer Heavy Duty Engine Program Year 21 – ADOPT RESOLUTION NO. 2018-001-11 REQUESTING $200,000 IN CARL MOYER PROGRAM YEAR 21 FUNDS; AUTHORIZE THE APCO TO SIGN THE AWARD LETTER; SUBMIT THE APPLICATION REQUESTING THE FUNDS; PROVIDED IT IS IN SUBSTANTIALLY THE SAME FORM AS THE DRAFT PROVIDED HEREIN, AND DO ALL OTHER ACTS NECESSARY TO RESERVE AND RECEIVE THE CMP FUNDS.

Proposed Agreement with American Ecotech, LLC to provide Communications Package and Web Hosting for two remote E-BAMS – APPROVE AND AUTHORIZE CHAIRMAN TO SIGN AGREEMENT NO. 11-001-2018 WITH AMERICAN ECOTECH LLC.

6-CA)
Proposed Agreement with Tehachapi Unified School District to provide $110,000 from AB923 funds for a new school bus – APPROVE AND AUTHORIZE CHAIRMAN TO SIGN AGREEMENT NO 11-002-2018 WITH TEHACHAPI UNIFIED SCHOOL DISTRICT.

7-CA)
Expedited BARCT Implementation Schedule. In accordance with AB 617, California Health & Safety Code (CH&SC) §40902.6, the District is required to  adopt an expedited schedule for the implementation of Best Available Retrofit Control Technology (BARCT) by January 1, 2019, for NOx, VOC, and PM10 for 5 significant sources in the District.  Proposed schedule satisfies the requirements of CH&SC §40902.6. – APPROVE THE BARCT IMPLEMENTATION SCHEDULE AND ADOPT RESOLUTION NO. 2018-002-11
